The Wisconsin Child Welfare Professional Development System (WCWPDS) provides a comprehensive, statewide array of professional learning opportunities that supports the enhancement of a competent child welfare workforce and well-prepared caregivers capable of positively impacting safety, permanence and well-being outcomes for children and families in the state of Wisconsin. The WCWPDS collaboratively develops and provides asynchronous, synchronous and blended learning opportunities to county, tribal and state child welfare partners across Wisconsin. As the Organizational Improvement Specialist with the WCWPDS, you will be joining a group of dedicated professionals who work together to advance high-quality, innovative learning for public child welfare professionals and caregivers across Wisconsin. The Organizational Improvement Specialist serves as a leader in quality improvement and organizational development throughout Wisconsin's Child Welfare Professional Development training system.

The Organizational Improvement Specialist works independently and as part of a team in applying a variety of organizational and process improvement approaches, methods, and strategies that lead organizations through a change process. Extensive project management and facilitation skills are necessary for success in this position. In addition, this position will require strong written and oral communication skills with internal WCWPDS staff, the Wisconsin Division of Safety and Permanence staff and leaders, and local county and tribal child welfare staff and leaders in the development, implementation, and evaluation of organizational improvement projects.

This position reports to the Associate Director of the Wisconsin Child Welfare Professional Development System.

• 70% Directs the implementation of program policies and procedures
• 15% Identifies, promotes, and maintains internal and external partnerships to promote the outreach program
• 5% Schedules and secures logistics and resources in support of an outreach program
• 5% Schedules day-to-day activities for program staff and student and community volunteers
• 5% Identifies opportunities for program improvement or new outreach program development

Required
Bachelor's Degree
Preferred fields include Sociology, Psychology, Social Work, Human Services, Human Ecology, Education, Business, or related degree. Advanced degree and background in public administration or organizational development a plus.

Required Qualifications:

- Extensive experience managing multiple projects simultaneously that involve defining project goals and deliverables, managing project timelines, and creating detailed project plans.
- Strong facilitation skills with experience facilitating groups of varying sizes and at varying organizational levels through a change process.
- Excellent active listening and engagement skills.
- Demonstrated competence in written and oral communication.
- Demonstrated ability to work effectively in teams in a highly collaborative, inclusive environment, with diverse individuals, groups and stakeholders from across all levels of an organization.
- Working knowledge and application of various organizational improvement models (PDSA, Lean Six Sigma, OCM, etc.), industry trends, and best practices in organizational improvement.
- Substantial content knowledge in the areas of change management, organizational improvement, project management, customer service skills, and continuous quality improvement tools.
- Practical knowledge and application of methods and metrics that help groups address complex organizational challenges.
- Experience in the development and delivery of organizational improvement related materials and resources including content and materials for professionals.
- Experience supporting and integrating critical data collection, analysis, and interpretation in organizational improvement and change management projects.
- Demonstrated ability to work independently and to receive and integrate feedback from others.

Preferred Qualifications:

- Experience in organizational development, specifically in strategic planning and/or process improvement.
- Certification in quality/organizational improvement or change management a plus.
- Experience in the development and delivery of resources for human services professionals.
- Knowledge of adult learning concepts and methodologies as applied to non-degree seeking professional adult learners.

Other skills and abilities:

- Ability to understand, interpret and follow verbal and written instructions.
- Represent the WCWPDS in a professional manner when working with partnership members, trainers and the professional community.
- Work to ensure fulfillment of the WCWPDS mission, vision, and purpose.
- Show commitment, self-initiative and motivation while exercising good judgment and decision-making.
- Required to lift, carry, and transport training supplies and equipment for training sessions.

This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.
