Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional to join our team! This individual will lead the Geographic Information Systems (GIS) + Unmanned Aerial Systems (UAS) functional area within PCCA’s Planning Department. The position is inherently interdisciplinary and requires effective collaboration with the Strategic Planning Manager and Planning Coordinator, who lead the other two functional areas in the Planning Department, as well as with GIS users across the organization.
ESSENTIAL FUNCTIONS
Develops systematic approaches to solve business operation challenges using geospatial tools
Leads creation/maintenance of system and user standards, license agreements, and documentation of modifications and upgrades
Oversees implementation of PCCA UAS Program
Cultivates and trains system users to enhance the utility of the GIS system
Oversees the modeling, design, and database development of an Esri data store (data warehouse) and enterprise geodatabases
Reviews, analyzes, and creates detailed documentation of user needs and business systems, including workflows, program functions, and steps required to develop or modify business processes
Interacts with system users to learn about specific sources of information, processing needs, control functions, and target output formats
Assists Director of Planning in creating the capital and expense budgets
Provides guidance and effective leadership to staff; oversees coordination of team members’ assignments
Adheres to all PCCA policies, promotes and adheres to the SEAPORT values, maintains good employee relations, and encourages and fosters a helpful environment where teamwork prevails; assists senior management and office staff where appropriate
Drives vehicle as necessary to complete assigned tasks and works required hours/shifts, including on call on rotating basis, to fulfill department objectives
CPR certified or the ability to become CPR certified within the first year of employment
Incident Management System Tier (2) status designation
CANDIDATE PROFILE
The preferred candidate for this position is a highly organized, results- and detail-oriented self-starter with a positive, can-do outlook. They should possess the following:
EDUCATION & CREDENTIALS
Bachelor’s Degree in Geographic Information Science or related fields with emphasis on GIS, land surveying, remote sensing, computer science or related field or training and experience equivalent
Master's degree (M.A./M.S.) or three to five years related experience and/or training; or equivalent combination of education and experience preferred
Certification or formal education and expertise in GIS including the ArcGIS platform and associated software tools, including but not limited to ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online
Familiarity and ability to obtain and retain a FAA Part 107 certification
Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
Valid driver’s license
EXPERIENCE & JOB KNOWLEDGE
A minimum of two (2) years supervisory or management experience
3-5 years of experience in enterprise GIS database construction and maintenance
Experience in installing, managing, and updating ArcGIS Enterprise and Portal for ArcGIS
Experience with ArcGIS Pro, ArcGIS Online, Portal for ArcGIS, ArcGIS Enterprise, AutoCAD, Revit, SketchUp, Adobe Illustrator, Pix4D (or equivalent) and/or other graphics programs
Experience with creating and maintaining apps within ArcGIS Online and Portal for ArcGIS such as Dashboards, Experience Builder, Story Maps, and other configurable apps.
Familiarity with the Esri Suite of mobile collection tools and their development (e.g. Collector/Field Maps, Survey123, Quick Capture)
Proficiency in the application of GIS/ UAS and their equivalent technical concepts
Ability to produce and maintain programming deliverables based in Python, Arcade or equivalent software languages

Ability to integrate information from multiple sources to develop creative solutions to complex technical challenges
