The Director of Finance & Internal Operations works independently under the direction of the Valley Clean Energy (VCE) General Manager and has a wide range of responsibilities related to overseeing all aspects of finance, human resources, and information technology. This employee will provide strong leadership and consulting in the areas of accounting, audit, financial analysis, budgeting, staffing, recruiting, employee benefits, and I/T.
The Director of Finance & Internal Operations (Director) works independently and within a team environment to interface with a wide range of stakeholders, including internal VCE staff, Yolo County accounting personnel, regulatory bodies, other CCA’s, Sacramento Municipal Utility District (SMUD), and others. The Director is responsible for overseeing the budget process, monthly and annual accounting, audits, payroll, accounts payable, variance analysis, financial Board reporting, financial analysis, financial modeling, benefits administration, recruiting, and I/T oversight.
Essential Duties and Responsibilities
Lead all accounting and financial reporting for VCE, including monthly closing, journal entries, financial statement analysis, accounts payable, and all other aspects of accounting
Oversee all outsourced banking, insurance, treasury, and accounting tasks
Oversee financial planning, analysis and financial modeling
Manage annual budget creation, approval, and reporting
Lead annual audit process
Monitor advancement of strategic goals balanced against budget targets
Take lead or co-lead role in managing, implementation and monitoring of 3-Year Strategic Plan
Responsible for regulatory reporting and compliance
Lead all aspects of enterprise risk management reporting and compliance
Monitor and provide input on selected regulatory proceedings to determine financial impact on VCE
Oversee human resources and hiring processes, including but not limited to policies & procedures, benefits administration, payroll, documentation, recruiting & hiring processes
Oversee information technology for VCE, primarily through management of outsourced IT firm
Provide financial guidance to VCE’s General Manager, Board, and Community Advisory Committee (CAC), including preparing and delivering staff reports and presentations
Develop policy recommendations and present to VCE senior leadership and Board for consideration and approval
Supervisory responsibilities for one or more VCE staff
Other duties as assigned to meet the needs of the VCE General Manager and board.
This is a director classification that receives minimal supervision with a broad scope of responsibilities. Employees in this classification may be responsible for the development, implementation and management of organizational goals, objectives, policies and priorities in partnership with the VCE General Manager and Board of Directors; ensures that strategic objectives and priorities are achieved and coordinated with relevant entities.

BS/BA degree from an accredited college or university majoring in finance, accounting, economics, business or public administration, or other related degree.
Although not required, a CPA and/or MBA is strongly preferred.
Seven (7+) or more years of progressively responsible and leadership experience in finance roles performing tasks comparable to the listed job responsibilities of this position.
Theoretical and Practical Knowledge of:
Financial planning & analysis, budgeting concepts
Strategic planning, business valuation & risk
Accounting & monthly closing, reporting, and performance metrics
Treasury, banking & cash management
Accounts payable, accounts receivable, collections and payroll
Human resources, including recruiting, policy development, and benefits administration
Effectively leading and supervising staff and contractors.
Development and implementation of policies and procedures.
Effective oral and written communication, including reporting and presenting to senior staff and board of directors.
Oversight and management of multiple projects including planning, coordination, and interpretation of diverse functions and activities within projects; development of strategic, business, operational, and program plans.
Working independently to resolve issues quickly and effectively.
Thinking critically and strategically; properly interpreting and making decisions in accordance with applicable VCE goals, policies, and strategic plans.
Work occasional overtime or on weekends and evenings as necessary.
This position will be based at VCE’s offices located in Yolo County, although at the present time employees are working from home due to COVID-19 pandemic.
The physical demands described here are representative of those required for the position. Position requires sitting, walking, standing, bending, and twisting in the performance of daily activities. The position requires hand manipulation and repetitive hand movement and fine coordination in using a computer keyboard. The position requires near and far vision in reading reports and use of a computer. Acute hearing is required in supporting meetings and providing phone and in-person customer service. The position requires the ability to communicate clearly both verbally and in writing. The position occasionally requires lifting and/or moving objects up to 20 pounds. Licenses/Certificates: Possession and continued maintenance of a valid class C California driver’s license or the ability to provide alternate transportation as approved by the CEO and a safe driving record.
Compensation: Compensation for this position ranges from $150,000 - $200,000 commensurate with experience. A full benefits package is also offered as part of salaried employment.
