<p>Under the direction of the BSL-3 Program Director, the Veterinary Isolation ABSL-3 Laboratory Manager will manage the day-to day activities of the animal BSL-3 (ABSL-3) facility at the Veterinary isolation facility. This position is responsible to ensure smooth and safe conduct of research activities in the ABSL-3 facility by providing ongoing support to research groups in the facility. The job also entails ensuring that these ABSL-3 facilities are maintained according to University of Minnesota containment standards, conforms to Select Agent regulations, and assists in ensuring personnel compliance to medical and training requirements. Management of the ABSL-3 research suites involves:</p><ul><li>annual facility re-certification</li><li>SOP development and implementation</li><li>ABSL-3 client training, scheduling rooms, access and lab resource management</li><li>ABSL-3 facility and research equipment maintenance</li><li>manage the ABSL-3 facility ISO Budget</li><li>coordinating facility and research project compliance (inspections, audits, etc.)</li><li>providing emergency response development and support</li></ul><p><br />Since this job requires an understanding of BSL-3 facility operations and function, on the job training will be provided during the probationary year in service.<br /><br />The specific duties associated with this position are detailed below:<br /><br /><u>Duties:</u><br /><br /><strong>Manage facility access</strong></p><ul><li>maintain access records,</li><li>issue Medical Evaluation Authorization forms for clients,</li><li>ensure access spreadsheets are up-to-date and compliant,</li><li>identify gaps, develop and implement solutions to maintain compliance,</li><li>train researchers and facility support staff, and</li><li>advise on and enable facility access per direction of the Director</li></ul><p><strong>Develop and implement facility specific SOPs</strong></p><ul><li>development of facility operation manual, new facility SOPs, and manage revisions of research SOPs as needed, incorporating BSL-3 safety and security needs</li><li>training clientele and oversight on the use of facility SOPs</li><li>identification of gaps and implementing revisions of existing procedures that do not meet required safety and security objectives of the facility</li><li>presenting SOP changes to the BSL-3 Advisory Committee</li><li>reporting any discrepancies in SOP use and management</li></ul><p><strong>Client research project support</strong></p><ul><li>to ensure that client project startup and close out processes are implemented smoothly and efficiently</li><li>ensure that lab equipment, inventories and animal husbandry documents are maintained and up-to-date, coordinate Veterinary and RAR service needs for research programs</li><li>consult on risk assessment and SOP development for research projects</li><li>Oversee facility IMHA</li><li>co-ordinate server access requests</li><li>ensure compliance and secure access to data server</li></ul><p><strong>Facility equipment maintenance and upkeep</strong></p><ul><li>ensure that all facility-owned equipment are functional and are maintained to the manufacturers standards</li><li>coordinate recalibrating and documentation of equipment PM and service</li><li>report and research alternatives for nonfunctional equipment and coordinate decon/and transport of those that need repair</li><li>recommend equipment solutions to facilitate new research initiatives</li><li>co-ordinate facility decontamination and decon verification with the BSL-3 program manager</li></ul><p><strong>Emergency response</strong></p><ul><li>develop emergency response protocols specific for the facility</li><li>participate in the after-hours facility and emergency response program</li><li>consult and coordinate drills and exercises for the facility to ensure readiness and compliance to BSL-3 Program response standards</li></ul><p><strong>Training</strong></p><ul><li>provide ABSL-3 client training: initial facility specific training and annual updates. This training includes entry/exit procedures, emergency response procedures, exposure control procedures, and use of PPE</li><li>verify proficiency of training and document competencies</li><li>ensure completion and report all project specific training</li><li>provide training for common research equipment, inventory software, key-track access</li><li>consult with and assist in developing training modules for BSL-3 program initiatives</li></ul><p><strong>Budgets and Compliance</strong></p><ul><li>manage ISO budgets: expenses and revenue</li><li>manage client billing for use of space and resources,</li><li>manage purchasing and reconciliation</li><li>coordinating facility maintenance and audits to ensure smooth and effective process for both achieving compliance and managing inspections,</li><li>coordinate documentation for Select Agents of Bioterrorism</li><li>Participate in BSL-3 Select Agent Program pdate training sessions</li><li>Participate in and ensure completion of all required annual recertification tasks</li><li>Train, document, and escort inspectors and visitors into ABSL-3 facility</li></ul><p><strong>Lab resource management</strong></p><ul><li>manage and make available resources to manage BSL-3 space use</li><li>lab resource management: use of common equipment, help manage solutions for project specific needs</li></ul><p><strong>Supervise</strong></p><ul><li>as needed for student workers, client staff or visitors/Vendors</li></ul><p><strong>Other support</strong></p><ul><li>“Buddy” duty for BSL-3 containment staff or clients whenever needed,</li><li>participate as a member of the BSL-3 Advisory Committee</li><li>Miscellaneous jobs including but not limited to:<ul><li>conducting facility tours,</li><li>train and escort visitors, FM staff and vendor equipment technicians into the facility,</li><li>assisting in asset/inventory management tasks,</li><li>participate in BSL-3 Program Update weekly meetings,</li><li>function as department HR liaison (for job postings and student time sheets).</li></ul></li></ul>
<p><strong>All required qualifications must be documented on application materials.</strong></p><p><br />Required Qualifications</p><ul><li>Bachelor’s degree in microbiology or a related field with 4 years of experience or an advanced degree with 2 years of experience in microbiology or infectious disease research laboratories or a combination of related education and work experience to equal 8 years in microbiology or infectious disease research laboratories.</li><li>Experience must include a minimum of 2 years of hands-on laboratory experience with infectious agents (BSL-2 or 3 agents)</li></ul><p><br />Preferred Qualifications</p><ul><li>Experience in lab management or demonstrable management skills</li><li>Research experience with large (or small) animal models of infection</li><li>Working knowledge of NIH and CDC/USDA guidelines for research with infectious agents and animals with a demonstrable understanding for managing compliance</li><li>Biosafety experience and eligibility for certification by ABSA (RBP or CBSP)</li><li>Experience with development of training and educational material</li><li>Excellent verbal, written and interpersonal skills</li><li>Skilled in word processing, spreadsheet, and database management software</li></ul><p><br />Special Requirements: Ability to respond and move rapidly and frequently without restrictions, transport up to 30 pounds or more, and wear respiratory protection. Any offer of employment in the position, is contingent upon successful completion of a DOJ/FBI Security Risk Assessment for individuals with access to select biological agents and toxins. Receipt and maintenance of appropriate clearances are also required for continued employment in this position.</p>
